Shield struggles to fight Hover until they tech to Thug-Felon? Seems like Bandits cannot fight Bolas. Is there a way to use Outlaw for shield to be able to fight hovers?
Promisingly, Rogues work great against Mace-Scalpel due to outranging both. Only problem is Bolas-Dagger counterattack.

Of course once shield techs to Felon hovers cannot seem to do much, direct Lance hit caused thug shields to go red and nothing else.

bolas can be countered by felon and rogue spam,but felon gets countered by lance so your only option is to resign or spam roaches and hope te bolas hit it
