We closed it down last time. Then we changed everything and re-opened it and now have to close it down again?
There is no point closing it down until we radically change the rules so this does not happen (MORE than we changed the rules last time, which was all mostly improvements for what they were worth but really deck-chairs-titanic stuff and never addressed the real issues).
