Either way, shield bots are eminently counterable. Tacnukes, ticks, roaches, snipers, ulti, pene, griz, sumo, jack, tbirds, wyverns, skuttles, or any heavy artillery whatsoever, will all counter large shield balls for cost or better (at least this has been my experience as a frequent shield player in team games). This is largely because of the recharging mechanic forcing proximity (to some degree) and the lynch pin-like nature of the felon.

build
silo

emp
for
1800m.
That's
the
same
as
the
felon,
two
racks,

aspis
needed
to
make
it
"invincible",
and
will
also
take
out
the
cons
and
thugs
needed
for
support.
