If the existence of the dgun module scares devs away from buffing their overall speed and survivability, remove that module. Dgun allows commanders to instakill units (and other commanders) without investing in damage at all.

commander
chassis,
machine

and
the
drone
modules.

I updated the first post, removing the commander ressurrection buff suggestion, the stun changes suggestion and partially reverting spectre and panther buffs, among other things, like removing the sumo suggestion which would probably lead to sumo airdrops being OP. I provided numeric values, but they were not meant to be "set in stone"...

You all seem too eager to dismiss the changes. Some of them even respect Quant's rule, look at the Cobra suggestion, or the Hawk suggestion. Others are just unit resizes (some models seem too small).
