1 Because there's no point switching to units that are most likely going to die pointlessly. Penetrator sends Grizzly straight back to repairs and buoy will die to attrition against the high alpha units. 3 The only advantage I'm seeing here is the maneuverability of amphibs vs hovers. Which wasn't used to its full potential by @Llamadeus and mostly affects early game.
