I was trying to move my units up on the hill, but they kept giving themselves move commands to other positions. This persisted even after many repeated commands. I think it has something to do with the unitAI trying to be helpful, but interfering. After my units had automatically given themselves an attack command on a pyro and I cancelled that command using stop, they started behaving normally again.
