3 I tried tacking on a separate torpedo attack for Mistral but it didn't make much sense, partly because the rocket attack has so much range and a guided torpedo with that much range would be even scarier than Scallop at flex role. A thing I don't like about the Hunterskirm implementation is either you have a dedicated anti-water skirmisher (which is theoretically not great but probably passable) or you have two skirmishers where one is both cheaper and more flexible than the other. For Mistral to add the anti-sub role it would need some rethink, maybe more like a Scalpel missile combined with a similar torpedo option. 7 I messed with making Archer an impulse skirmisher but I think spamming it would lead to some pretty hilarious abuse. Also letting it fire while underwater gives it an obnoxious ability to attack land units which can't shoot back, while forcing it to float makes it unable to kite underwater Scallops. Amphbots still need some way to fight underwater Scallop besides more Scallops, while also theoretically not having a skirmisher that fights underwater. 9 Really I don't think having an underwater skirmisher would be so bad when other anti-sub raiders and skirmishers are tuned to beat it at cost. The important thing is that all wet factories have access to something that can fight it.

18 If anybody has ideas about what could be done to Scallop I'm all ears, it could be a lot less work than all this other stuff.
