If yes, then we could measure the bet by the number of humans known to be barcoded with invisible ink by some specific date (such as the end of 2020 or 2021). If you additionally hold that this program is going to be deployed in the open, and under mandatory basis, then we could easily use the program's own reports as sources of data.
