Because
you
can't
see
it,
you
must
always
act
as
if
there
was
one,
and
thus,
you
end
up
countering
a
potential
threat,
not
an
identified
threat.

You have to be at all times like making a decision to go out on a minefield, "I don't dare to go out because there might be mines, so I'll just stay put" - the impact is the same regardless of whether there actually are mines/ultis or not. Because you can't see it, you must always act as if there was one, and thus, you end up countering a potential threat, not an identified threat. That's waste of resources.

Basically, the existence of Ultis discourages risk taking and makes the gameplay more cautious and static. That's a bad thing.
