When the Jugglenaut of @Trojaner_ killed your Mace by pulling an enemy unit into it, that was fairly clearly an accident, and accidental teamkilling is not actionable. Moving around a Skuttle to be right next to an ally's Commander until the enemies blow it up is deliberate and is therefore actionable.
