Given that the clearly stated goal is to increase the number of people playing, objectively, the only way to measure whether 22 player limit works is for look at when the match totally fills to 22 and then other rooms seed. If more players are in a game playing after TAW 22 maxes, then it works. Otherwise, it does not work. Any other analysis purely is subjective.
