If game itself doesnt have any cheat or troll protection what happens? Cheaters, game abusers and so on, game basically dies you wanna see some examples or you can google them yourself?. Moderation should be done by game design itself(it would be perfect). I better hit unit limit than start lagging like shit, just because some idiot starts patrolling his fleas OR (yes, or!) game size become too big for most of people. If big games breaks ZK and it gives bad impression like 1/3 or 1/2 in big games lags out. Then zk should just force good old 8x8 limit or even less if solution above with unit limitation seems unreasonable
well theres 2 things about moderation by design. first of all, its impossible to fully prevent abuses, and the more sophisticated the design steps to prevent it get, the more

a) sophisticated the trolling methods get, and hence its more difficult to tell the difference between what amounts to trolling and what doesnt. the same thing goes for rules, the more laid out a set of rules is, the easier it gets for the troll to argue along the line of "obvious trolling action x is not forbidden by the rules"

b) annoying and prohibitive are they towards the other players, as to be observed in the old drm vs. pirates dilemma

and secondly, they take away the responsibility from the person and put it on the system. as to be observed in all of warloks latest posts - whos fault is it that warlok trolls? in troll world, not the troll is responsible for his trolling, but the system that cant prevent it. since my first point applies, that you cant ever fully prevent abuses, you are actually catering to the trolls if you design the game around the prevention of trolling.
