Me too! My search for "felon" on menu only gave some basic options. I must have wrong version or something. Also those Felons were on fire state of return fire but they shot at everything in range.

Yes, it is a custom widget TargettingAI_Felon like AUrankBirdulon linked. Its main purpose is to make Felon avoid wasting its charge on extremely tanky units or non-targets. It however, does come with slower targetting speed and different targetting priority compared to vanilla. The slower targetting speed especially can leave shield balls vulnerable to Thunderbirds compared just having them on fire at will.

Jugglenauts are really spoopy to a shieldball though, as they tend to tear it to pieces. And letting jacks come close also doesn't usually end pretty.

Jacks and Jugglenauts both ignore shields, so it is good for Felons to use the charge against them anyway, as the shield does not grant them additional survivality. THough there is a chance the shield would still provide cover agaisnst nearby units, like moderators or Firewalkers and such.

Phantom.. etc has a gadget-side unit state that blocks it from shooting at radar dots. The same tech could be used for Felon etc.. regarding Halberd and other bad targets. The widget is a dead-end that requires you to put up with jank to get the advantage. Make a gadget and a PR.
