I suppose you could do something similar already if you modified the heightmap and diffuse in Lua, but it has its own problems. zwzsg was making procedurally generated maps a long time ago.
True procedural generation requires engine support. I did something similar and I pushed it to

Dunno about the missions but I assume no one implemented that feature in Chobby's ZK server protocol.
