While some of this has merit, I think you need to improve on the numbers. The average player will likely be too concerned about in game events to notice polls in 5-10 seconds. Auto abort if no new votes in x seconds is much more realistically feasible so long as you exclude any vote changes (!y -> !n, vice versa).
Console commands don't seem necessary for loading screens. Most of the commands are currently visible somewhere in game. Those that aren't are not necessary to know about (eg: /divbyzero or /atm).
Removing autostart from autohosts is silly. Autohosts really should be ran automatically. If you want custom maps in autohosts, suggest a "suggest a map" feature instead. Ideally autohosts should allow a couple player suggested maps (tied to the number of people suggesting the map) in addition to a few randomly selected or "select a random X map" category. In an ideal world, we could get rid of the !start vote and just ask players if they're ready. Those who do not respond to the poll get spectated before balancer kicks in and the game starts. As a bonus, this would get rid of softlocks (which plague small teams) entirely on autohosts.
