If I remember correctly a suicide sub already exits (can be obtained via cheats) but for some reason is not present in the build options
As an alternative I also suggested a type of depth charge artillery unit in another thread (based on the gun barge rl-concept).
Other ideas suggested by other people in other threads include letting BD missles sink (allowing it to attack underwater targets), and making a hover that can attack underwater targets.
