Why is it not allowing menu to downlad to start game, does this game have a menu where you do not have to have internet connection outside of steam?

hello it will not load startup menu, does this game have the ability to not need a internet connection in order to start the game?

just in-case its not clear i believe you can as Googlefrog mentions use steam in offline mode and play zero-k in skirmish vs ai or missions
