1 Yes, that's what people currently have to do. It creates a lot of messy situations. You're still waiting for 100% re-arm instead of sending your bomber group at 90% if you want to avoid errant commands that you need to clean up later. 3 If your pack of 40 magpies is striking a missile silo, and kills it with 20 payloads, do you retreat all 40 to your base to then attack move to start re-arming? If you wantedt the remaining 20 to attack a secondary target, and use move commands to micro the position and direction, you're disrupting the re-arming back at base.
