Looks like it was fixed by blowing up the windgen. A gadget is supposed to be removing a move command that the engine issues, that would force units to mill around the windgen trying to reach the destination, but perhaps the engine was fixed to no longer issue that move command if the windgen is blocked. So now the gadget is cancelling the next command.
