What can tanks do against racketeers? In the middle I had a reaper pack (around 10) that could have steamrolled the shieldball without any losses, but the racketeers prevented that. Could I have killed them with pillagers? Would pushing on regardless have worked here?

yes. pillagers are nice to that situation to slowly advance.

also, add a cloak walker to give you omgwtf surprize moment and instakill what you like with your alpha, then tank damage if still disabled by raks and flee into dorkness again.

In all seriousness, those racketeers will likely be completely useless against a cloaky switch. If your opponent has heavily invested in racketeers they probably can't take advantage of the time and metal you spend switching.

EDIT: You might even look at it as a strength of tanks that to counter them you have to specialise yourself into units which won't necessarily do well against a switch.
