Because athena would be too good if it had equal sonar, especially in comparison to basic sonar.
Almost the only disadvantage vulture has is that you need a 600 metal factory to build it. If athena had comparable sonar then for 50 more metal you'd also get jamming, 7.5 mobile BP, a new selection of units, and rez. Sonar station would be even more difficult to justify.
