SnowlobI am not discouraging anyone. But filing a report and drawing admin's attention is not exactly the right way to approach this. Especially if someone is new to the game, they might consider they have missed something and thus prefer phrasing such concerns as a question ("Why was my scuttle stunned?") in the thread associated with the match/replay (he even linked that thread!) instead of bluntly asking admins to apply punishment.
Calling someone a cheater is a bad insult in a gaming context and www-literate people should know this and apply some restraint. That is especially true since
Ampul has been around here for years, as one can easily confirm by checking his user page. A new person should realise that it is way more likely they themselves have missed sth. of importance rather than a veteran of the community suddenly turning a cheater.
Please also note that people have to run the entire replay up to minute 16:20 in order to check the allegations. On most machines this will still take like 5-10min or more and there will be several persons checking such a drastic allegation. This combined effort can easily add up to 1h+ of other people's time being wasted due to making an elephant out of a flea. Especially devs/admins who already dedicate a lot of spare time to 0K should not be bothered without good reason. While punishing bad behaviour / trolling / harassment is ane important factor to a healthy community and one that actually needs admin attention, another factor is everyone applying some good faith. The latter can be done without demanding other's time and effort and thus is preferable wherever possible.
All written above should in fact be common-sense and I think me pointing this out is absolutely appropriate. Maybe I should not have been sarcastic, but on the other hand I don't think I have missed the right tone by too much given the way the post was phrased.
