is there a way to know in advance how much energy windmill will provide before building one? and how much energy it will additionally produce depending on height?

when you select windmill and hover the building over the ground, in its info-box there is a text

"lower limit - upper limit"

e.g. "1.2-2.5"

the higher the ground, the higher the lower limit

the upper limit is map-dependent

There's a current wind strength option somewhere in the menu under UI IIRC.
