I was trying to find a detailed list of actions that decloak/affect radar jamming as well as what/which things get affected by cloaking/radar jamming for a really tight grasp of these things in the game.

Is there any reliable place for me to find these?

Decloaking happens when:
  • the unit takes damage
  • the unit shoots, except for Phantom (the cloakbot sniper)
  • the unit moves too close to an enemy
  • the owner runs out of energy
  • the unit is submerged in water

On jamming: there isn't much interaction. It cancels out enemy radar coverage and that's it, you can't prevent the mechanic directly in any way. All you can do is get sight (as opposed to radar) or destroy the energy that powers the jammer (but not really, it costs like 2e).

Cloak also applies self-jamming (ie. you can't see a cloaked unit on radar) and some things have passive self-jamming (Claws aka Badger mines).

Everything can be jammed. Buildings can't be cloaked except Cornea (the static cloaker). Units with a shield cannot be cloaked.

I think, but with credence close to 1:1, that radar jamming is a property of the terrain that blocks all radar coverage of the area. Jammers can apply this property to the terrain.

Ooo so that's how it works, impressive

Each allyteam only jams their own units. Jamming is a set of N terrain properties, where N is the number of teams, each applied to terrain by that particular team's jammers and blocking radar coverage from applying to that allyteam's units.

This is slightly tangential... but if you're looking for a building that's cheap and has very long vision range, perhaps to counter jammers near your turrets, amusingly enough the best answer is usually the radar tower. They have an 800 elmo radius vision, higher than almost everything else. Second best cheap option is probably a Picket, with 660. Lucifers also have an unusually large 780 visual range.
