Basic weapons need to be cheap because they are implemented by the same modules at levels 2 and 4. Advanced weapons should be about as powerful as a second basic weapon, for diversity, so they need to have similar cost. The power spike at level 4 is access to another weapon.
Technically the cost of level 4 could depend on whether an additional weapon was selected. I just haven't seen the need. The current system works and has fewer special rules. Level 4 also provides stats and a few advanced module types so I'm not even sure that 150 would be a reasonable price. But I don't think I feel strongly enough to reject a PR, provided it solves the UI problem of communicating to the player that the extra cost is due to the weapon.
