Would it ever make sense to have hardened (edit: static) radar that could survive something like, say, a lance shot?

Why?
Owl and Advanced Radar serve fine as radar units if you need radar into enemy terrain and you don't want too many units to confuse newbies.
Anything with over 3000hp is going to cost a fair bit anyway for balance reasons.

Maybe with the removal of advanced - hardened could have normal range but able to survive in no man's land? Start with high HP then bunker down under attack for more survivability.
I'm not sure it would make for a better game?

Good vision is meant to be somewhat hard to obtain. A healthy radar that any con could build feels a bit easy.
