Add !promote command to battle rooms

At the moment it seems if a player wants to call more people to a battle room, he has to personally post on the public chat and on discord asking people to play.

There should be an easier, less socially demanding way to do this.

I think ZK could use a !promote command for battle rooms that'd trigger:
- message in a lobby chat channel
- message in a discord channel (webhooks can be used for this)
- some kind of temporary highlight effect on the battle list

the messages could be something like:
<HOSTNAME> | YYYY/MM/DD HH:MM:SS | More players needed for battle "<ROOMNAME>" [<GAME>, <MAP>, <TYPE>, current: <N> players, <M> spectators]

I could implement this. I already have made a browsable game list as well as working on a discord alert bot.

I guess you would also want a button for it to show up in the battle list.

I could see this only being useful for a short amount of time. Unless I'm understanding it wrong, any player can promote their room anytime. Once players find out about this command, it is very likely that you'll just get a bunch of people either spamming the command or a bunch of random people advertising a game no one wants to play. The first case could be prevented, but the second case not so much. Once everyone realizes that the messages are mostly just advertisements for games they don't want to be a part of, they stop paying attention to it, and it loses purpose and just becomes annoying.

I don't know, maybe that's just me, but it seems like that is the most likely outcome if this were to be implemented. A similar idea, or some variation of it, that DErankSkel proposed would probably work much better.

The promote command exists on other servers and the battle rooms restrict how often it can be used : typically only once every few minutes.
