It is quite speculative that the game would look dead, on the other hand its maybe a bad idea to test that.

minelo/maxelo rules in custom rooms could be made freely if my suggestion of one designated waiting room is implemented because then, custom rooms couldn't remain to be the big teams room because after a non-password protected teams game, its players would be moved to the designated waiting room (or potentially a Palladium version of it).

How? Because to me this just seems incoherent. Your suggestion is for there to be a single public teams room that acts at the waiting room. This is simply incompatible with having public elo-limited rooms, of any size. See:

Yes, they can. And it would be fine. Some people would probably stay in the waiting room so that probably no one will be excluded from playing - as opposed to now where everybody who joins is excluded from playing until the big game ends. If you're worried about the single best or worst player being excluded from the big game, set a maximum for maxelo and a minimum for minelo such that the elo limit excludes multiple players who can then play with each other.

There would be one waiting room without elo limits and people could still make their own custom rooms additionally.
In a rare event, it can be that more people join a newly created custom room than there are people in the waiting room. This can only happen for a short moment because then, this game will start. Most of the time, custom rooms will be running and then the waiting room will still be your best bet for the next game because when those non-password protected custom team games end, its players are sent to the waiting room.

There is an inferior variant where custom rooms are not sent to the waiting room. This would allow them to bypass the waiting room in an undesirable way and would leave the minelo/maxelo problem unaffected.

The entire point of all this is that some people want to play in a room that excludes weaker players. These people would have no reason to interact with this "waiting room" at all, given that they can just go make a new custom room immediately.

(Yes, I know they are automatically placed in the waiting room. But there necessarily must be an opt-out, for players who do not want to play the next teams game. I don't see a reasonable way for that opt-out to not include people going to make a custom room.)

I think that, in general, it is fairly unlikely that the people who join and want to play a game while the current game is ongoing will have suitable numbers and ratings to play a game on their own. Maybe this happens at times of day I am asleep.
