ultimatums are ultimately expensive.
Maybe it could be fun to make a "cheap" but an ineffective version of an ultimatum, and a ridiculously expensive normal ultimatum that... resurrects at base, like a mini-super weapon or an army version of nuke-antinukes.
This is the first idea I have, maybe there are more and better ones that I don't know of
