Racketeer missile disables the weapon and not the ability to move, IIRC. Ideally, the unit AI would be able to detect when it's more advantageous to just close up when the unit can't fire, but sometimes you want it to be ready as soon as it can fire, so the AI would be doing you a disservice. At least for now, the way to deal with this is to just make it hold fire until the effect wears off. A little too much babysitting for my taste, but I don't see a better alternative.
