As for the the rest of the post, I think what he (she?) is asking for is a system that would allow you to create your own bots or to modify existing ones. You would place parts ("servos") on the bot (in the same manner as you do for terrafoming, by using the mouse to position them), and then you'd also assign custom functions to them. There would then be a new set of little command buttons on the UI to execute those functions (just like the button for activating jump jets).
