I agree with @PRO_rANDY that the votes should be one or two higher. It would take a lot of work for me to change though because vote thresholds seem to be implemented in a pretty generic system deep in infra. Just changing the resign vote requires more than changing one line, which I prefer not to do without being able to test it.

To some extent I think people should be able to play on a game that others on their team think is lost. A player who wants to give up is sort of no different to a spectator that wants the game to end so they can play another. The problem seems to be one of autohosts and room dynamics. If players couldn't hold up a room then playing on would be fine.
