I forget the exact terms. Essentially artil will typically move or fire and is therefore set to the default move state that does one of those but never both at the same time. That's the default state for merlins for instance.

probable
that
the

default

to
hold
position
is
that
they
are
VERY
HIGHLY
prone
to
friendly
fire
if
they
move
while
they
shoot.
Their
bad
turn
rate

them
move

lot,
which
results
in
the
shoot
hitting
the
target
for
a
tiny
portion
of
the
action
and
then
moving
the
beam
away
from
the
target
and
missing
for

duration
