Both of these are valid reasons for exit and limiting these would do more harm than good.

The only abusive exits are these when one team starts losing and voteexits ingame. These happen but rarely pass because usually even in the losing team there are honest people who don't want to support such exit abuse.

In case of point 1 (players dropping at start) the main cause are ninjastarts and splits (and was juggler) - people who don't want or can't play a certain game suddenly end in it.

In
such
case
it
is
seriously
better
to
just
voteexit,
restart
and
have
a
proper
game
instead
wasting
your
time
playing
a
game
that
is
broken
from
start,
totally
imbalanced
and
not
much
fun.
Or
fun
only
for
one
side,
which
prefers
"competetive"
games
with
winchance
60%
and
enemy
team
having
missing
players.
