There is an argument, esp for larger games, that the very good players should be distributed evenly over the teams, this helps reduce balances like this, it may not result in the most balanced overall WHR number, but probably a more even game. Of course the loweer WHR players can be juggled to get a more accurate balance.

But in this games equation u have almost the top 3-4 players all on one team.

This game was dictated by clan balance. I am implementing a new balance algorithm that should try to spread top and bottom players evenly, but it won't change anything if you (ab)use clan stacks.

Clan balance could be given less weight, but I actually like how it gets players to join a clan and supports clan play.

Well, dont forget when you got alot of high lvl players in a clan, the balance will add them very low skilled players, often creating situations of 3-4 good clan players against 7 good-normal players.
