I believe modaction has occurred in the past in extremely objectionable cases.

I still think that more often than not when I have seen people compete with rez/reclaim the rezzer was in the wrong (typically trying to rez a commander in a part of the map where they were never going to complete the rez), so I am against enforcing this on the game-rules level. (It also might not be easy to do in a technical sense.)

Set commander to area reclaim enemys failed assault wrecks. Do some fighting meanwhile in the front with units. Send commander to front for more reclaim. Find out later you have been called fucking idiot and told to stop, you moron for reclaiming what someone else wanted to rez. Miss chat messages because enemy team spams !resign votes, and you manage units on front.

Of course reclaim should stop if someone wants to rez. I know a similar rts game that does it so, and it has way more resurrecting.

Then again, what aqua said about bad resurrections...
