Probably because pw structures have more autoheal than outlaw have dps.

Its because outlaw wave cannot be tracked to owner and we need to know who killed the structure.

Lucky: what about multiple Outlaws?
Licho: just don't read his post, doing so makes you stupider.
Here is the real reason; Outlaws cannot damage allies and planetwars structures are treated as allies in some ways. This may be seen as a bug and could be fixed with a gaia check.

Well I assumed he just walked a single outlaw up to it and wondered why its hp bar wasn't going down. Even with multiple outlaws it would take
years
to kill a pw structure.

I think google is right.
In fact the outlaw doesn't attack the structure. Maybe if I could aim very close to the building (on the ground) I could damage it, I do not know. I didn't try. But it seems that the building is considered as ally indeed, at least for the outlaws.
