My suggestion:
-increase health to 1.5x that of raven
-increase cost
-slightly increase napalm width, slightly reduce length
-napalm heals friendly units instead of hurting them (phoenix tears effect)
(alternatively phoenix has a d-gun that rains down healing nanites over an area)
((another alternative would be ressurection bombs that restore a part of the ressurection meter of hit wrecks; if it is full the wreck becomes alive controlled by the owner of the last phoenix to hit it))
-when it dies, it spreads a pool of team-healing fire around the wreck - if this wreck is not destroyed within let's say 30s, it ressurects in a napalm missile explosion and is invisible/unrevealable for the first 10s (to get to safety); it needs to reload though before being able to attack
