Can you edit the commanders with quick unit tweaks or quick defs? If so how do you?

I would assume commanders are inaccessible to unit tweaks. There may be a way to hack some limited tweaks in, but I think full modding is much more reasonable.

Ah thats a bit of a shame then, i wanted to try do a quick change to see how the game would play out with commanders getting better modules for late game scaling but i suppose thats not possible.

The file you want for basic changes is in luarules/configs/dynamic_commander_defs.lua or something like that. (Exact file name not known off the top of my head). Adding higher hp modules is as simple as changing a few values there.
