Not with Zero-K lobby.
You can use SpringLobby.

I think you can also download singleplayer mission files and start them directly with Spring.

Actually, ability to play AI or LAN match locally is not only useful to players by allowing to improve performance, but also handy to ZK infrastructure by reducing server load. Not having it ZK lobby is kind of strange.

AFAIK this is on the todo list for Steam. For truly offline play you could use
springlobby
. For a none-multiplayer game you can use the "open a new battle" button in the multiplayer tab of ZKL and set a password.

Weblobby also has offline play and is more geared toward ZK.

There are things that can only be done with playing online, such as achieving mission progress or using custom commanders.
And yes, there was a way to host games in local network. I have no clue about it though.

Custom commanders can be used offline too. Just have to get them into the start script somehow. This can be done by creating and saving commanders offline. Same for the campaign, if that's what you mean by "mission progress".

Custom comms are not used if you play local single player. You'll get a choice of one of the preset comms.
