I have been thinking about this for a bit and i believe that there should be an option to set caretakers and builders etc to a "repair and scrap only mode" where they only repair and scrap when in attack mode {the builders} i use caretakers for repair constantly and i think this would just generally be useful and i hope it gets added

ctrl+R(repeat) then R make repair circle,done only repairs...same with reclaim

Ah he means repair but not assist I think.
I too had situations where such area order could be indeed useful.

I have 40 income and 5 caretakers. I'm mass producing glaives from Facebook and plate and I want 2 caretakers assisting and 3 caretakers repairing knights.

Alt-R makes a permanent repair zone, no repeat required.

I just tried what ROrankSigero said, and it definitely works for me. Maybe you missed a step?
  1. Select a caretaker.
  2. Press the repeat button (infinity symbol, should be green now).
  3. Press the repair button (wrench symbol).
  4. Click next to the caretaker.
  5. Without releasing the left mouse button, drag it out to see a circle.
  6. Let go of the button.

The caretaker won't react to anything now but damaged units within the circle.

Possibly the caretaker will still "repair" a nanoframe under construction if one happens to be within the circle.

Perhaps the most low-UI-clutter way to address this is for a low or medium-priority constructor acting without explicit orders to reassign itself from constructing a nanoframe to repair/reclaim if it notices that it is stalling metal and not really accomplishing much, or something along those lines.

If you hold CTRL when releasing the mouse button it should only repair and not assist construction.
