If being underwater is not a quasi-stealth mechanic then what is the point of having underwater units at all?

Given how every hover and ship have sonar I'd barely call it a stealth mechanic. Unless it was expected that seas would usually be empty or that only planes would patrol them. If sonar was limited to only cutter, hunter and siren - while for hovers it'd be dagger and claymore I could agree on it being stealthy.

However I see it more as an armour mechanic, or some other sort of layer separation. While in most games we can't shoot at air, where as here we can with our flex aa. Then our lack of privileged layer had returned in form of ducks and seawolves.

If you want a cheaper, longer-ranged sonar buoy than Urchin, and your team has a Shipyard, you can just use Cutters with their unit states set to make them act static when you aren't deliberately repositioning them. If you can also plate gunships, Cutter drops become an efficient way to get sonar into scattered small pools.

Owls are also a fine solution, although they can get ambushed by Anglers at the edge of their sonar range.

I'm also not sure what problem this is meant to solve. There are only two real underwater threats: Amphbots, and submarines.

Submarines are an expensive raider that specifically uses the stealth of being underwater to fight things. With long range sonar they'll just get completely bodied by ducks and hunters.

Amphbots pay for being underwater by being slow as hell. It's not free for either of them.

Fundamentally, being underwater is the only real terrain masking afforded to sea.
