  • Shields don't share recharge, they share charge.
  • Cooldown after damage is an annoying mechanic with implications involving fiddly micromanagement. Striders are allowed to do that sort of thing because they are rare and exist in low numbers.

It sounds like you want something like lossy charge transfer, as this will hurt more the more shields there are. But someone would have to fiddle around and get a feel for the maths of it.
