I would like to play a game where one player (strategic command) starts with no units, and just gives orders to the other players, who all share command.

Is there a way to do this?

yes, but why would you want to?
are you any good at hearding cats?

simple method:
select commander
press H
click on your favorite teamates name
click share unit's
click ok

Doesn't that mean that I no longer am able to share control of the unit with him, though?

As to the cats, I don't herd them.
I scoop them.

That used to be possible but I am not sure if it (easily) still can be done.
For example some lobbies do not seem to show teamIDs anymore or have no ways of setting it. There also might be some autohost option (which i do not know) that has to be toggled.

If you manage to find the player ID's. It can be done with /cheat and then all players doing a "/team X" command. Where X is one of the player ID's on your team.

You should share your commander to that same player before you do this though.

Yes atm it can only be achieved with !cheats.

Autohost support pending.

Well, at least I'll be able to do it, then.

Cheats it is.

If cheats are enabled in game, though, won't that mean that the game does not affect our ELO?

Chesti, I'm not sure I can even set both ally-team and control team in the autohosts any more.

There are a lot of other features missing from the autohosts as well, which is why, for games I host with interesting settings, I may have to use Springlobby.

Springie used to allow comshare ages ago! All it needs to do is bring back the old !id command in a simplified form, e.g. "!comshare sprang" which would be equivalent to old "!id sprung [ID of sprang's team]", perhaps only allowing it if the target is a clanmate (to disallow abuse like taking over newbies, strengthen clan teamwork and simplify stuff) and then when fixing shared IDs on start just skip the ones that are clanmates comsharing.

Now, that would be pre-game comshare. Ingame dynamic comshare is harder because engine doesn't support it apart from the aforementioned cheats and it would also need changes to lots of existing stuff because many gadgets assume that teams are set in stone which'd become untrue.

Actually its the other way around. Due to way stuff works now its much easier to make dynamic commshare than to try to reinstate "id" command.
