The reason I asked? I'd like to play more games on maps I enjoy, such as https://zero-k.info/Maps/Detail/63270

There's a map ladder. Maps higher on the ladder appear more often, depending on the player count (as some maps are too small/too big for certain amounts of players).

Huh maps have elos too? What is it that determines them?

It's based on the map poll at the end of a match or when doing !map. The map that's chosen is the winner and the others are the losers.

should add trololo back to the map poll and give it the highest chance of appearing

I guess that explains why we see the same maps over and over again every night. I really enjoyed the variety of all the weird and wonderful maps, would be nice to bring that back somehow. Maybe on 1 night a week the map ladder could be ignored?

why not just reset the map ladder with each elo reset too?
some variety would be nice instead of seeing like the same 10 maps

I still don't think that explains everything. Some maps on the top of the ladder don't come up very often and vice versa, evidenced by the variance shown next to the rating itself. The less the variance the more common the map has shown up. But if I understand it correctly, the variance is the effect, not the cause. The rating is supposed to be the cause -- it strangely isn't, or the relation is very loose.

Some maps which are quite high on the map ladder are not featured (for example, Random Plateaus v0.84 at #2, DeltaSiegeDuoX at #10 and SandCastles2 at #14) so they do not show up in teams votes. I think this accounts for most of the high-variance maps.

Some maps are featured but not tagged for teams; this is rare, but it happens that the #1 rated Red River Remake v1.2 fits in this category. (Which is probably why it is #1, since it is rated purely based on its honeymoon.)

(Most of the other maps in this category are FFA maps, and a small handful of strictly-1v1 maps like Anvilwood and Izki Channel, but most of these were never or only briefly tagged for teams so they don't appear on the ladder.)

There might also be some limited interaction between number of players in the lobby and the map size that gets picked, I am not sure.

I think this creates a bad dynamic where people vote for "the devil they know" (or they want a rematch of 3 games ago), and maps already popular become more so over time, while less popular maps don't even get a chance.

Even if some maps are significantly more fun than others (I'm not really sure either way), that signal could easily be lost in the noise of "I only know this one"/rematch votes...
