Some parts of manual and some tips already localized. So I assume that developers have plans on zero-k localization.
I can help with localization on Russian language. What can I translate and how?
I am not professional translator but I can handle game texts.

There's also that, but it'll require a new engine before it's any use.

Can I use TritseSVN for commiting changes for ru.lua? Looks like it is forbidden.

Also if tried to edit text directly thru the browser I got bad encoding for Russian symbols even if I change my browser encode to KOI8-R

You will need to ask in #zkdev for commit access, and then to re-checkout the repository in non-anon mode.

Currently released non-dev versions of spring don't support unicode and need unreliable hacks to display anything outside basic Latin. I wouldn't rely on that.

I'm afraid changes made to svn will be lost and forgotten as soon as transifex translations are merged... make sure you don't waste time (talk to banana)

There is also problem - https://www.transifex.com/projects/p/zero-k/
It has OLD unit names that was before renaming!

* Rector -> Conjurer
* Jethro -> Gremlin
* Avenger -> Swift
* Vamp -> Hawk
* Shadow -> Raven
* Stiletto -> Thunderbird
* Licho -> Wyvern (by popular vote)

I hope unit variables remeain the same.
