This is, sort of, already in the game through energy grid requirements.
Besides, when you have 12+ players in a team and many (half or more) of them pool together, even a tech tree wouldn't do much to slow a rush down more than energy already does.
Unless there is a hard timer on when certain things can be built, team games will always be prone to weird rush strats that would never work in small teams and especially not in 1v1.
