While single Hermits are weak on their own, in groups, they are formidable enemies as they are cheap, have lots of health, and can screen allied skirmishers. (Blobs of 10 or more can easily crush more modest defenses.) Their cannons are not suited to hitting fast moving units (unless supported by emp units like the Venom), but can reliably hit targets like large tanks and static defenses.
